Mick Constantinou, Chair, HLA Board of Directors

Mick Constantinou began his term as Chair of the HLA Board of Directors in 2024. Mick currently serves as the Senior Client Executive/Group Benefits Practice Leader for Sandstone Insurance Partners, a full-service agency that has been serving the Tampa Bay community since 1985. Mick is a Florida licensed broker and a graduate of the University of Florida.

Aaron Swift, Vice Chair, HLA Board of Directors

Aaron Swift co-owns and manages Florida and national consumer protection law firms, focusing on helping financial abuse victims stop harassing debt collectors and fix their credit reports. With a lived experience of being unhoused in this very community—nearly 30 years ago at this point—Aaron now dedicates a significant amount of time to giving back. To that end, he previously served as the Vice President of the ALPHA House Board of Directors, a local provider that housed Aaron, his brother, and pregnant mother over two periods of time in the 1980’s.

Tony Caruso, Treasurer, HLA Board of Directors

Tony Caruso is the Parish Finance Manager for St. Mary Catholic Church in Tampa and past Chief Financial Officer of St. Vincent de Paul, South Pinellas, Inc. Mr. Caruso received his accounting degree from the University of South Florida and an MBA from the University of Tampa. He is a certified public accountant in Florida.

Pamela Qualls, Secretary, HLA Board of Directors

Pamela Qualls has worked in the human services nonprofit field for over 25 years. Her earliest work roles provided experience in program design, volunteer management, staff development, and program evaluation. As Chief Executive Officer of UMCM Suncoast (now Learning Empowered), she gained experience in human resources, risk management, fundraising, nonprofit finance, and strategic planning. She holds an MBA from the University of Tampa and currently serves as the Chief Operating Officer of Just Add Power.

Kimberly Rodgers, Director, HLA Board of Directors

Kimberly Rodgers is the Executive Director of Community Law Program, Inc., a 501(c)(3) non-profit organization dedicated to providing free civil legal services to the poor. Ms. Rodgers is a Florida licensed attorney and a graduate of Stetson University College of Law.

Lee Allen, Director, HLA Board of Directors

Lee Allen invests in commercial real estate and was the financial officer of a local residential real estate development company for 25 years.  Mr. Allen received his accounting degree from the University of Florida and is a licensed real estate agent.

Dania Batista, Director, HLA Board of Directors

Dania Batista serves as the Vice President of Healthcare Services for Molina Healthcare. Her areas of responsibility include clinical operations such as Utilization Management, Care Transitions, Case Management, Population Health, Behavioral Health, HOME Program Florida’s Housing Pilot with the Agency for Healthcare Administration, Clinical Auditing, and Community Connector Team. Molina Healthcare serves the most vulnerable populations within Medicaid including those who are disabled, chronically ill, homeless, suffering with behavioral health and substance use disorders. Ms. Batista is a Registered Nurse in Florida and holds an MBA from Nova Southeastern University.

Nick Carey, Director, HLA Board of Directors

Nick lives in St. Petersburg with his wife Aileen and is the Lead Organizer of the I-4 Corridor with Faith in Florida, a faith-based social and economic justice group. In his role there, Nick has led organizing and advocacy campaigns around rent control, tenant protections, and access to safe and stable housing for all people. 

As a member of Allendale United Methodist Church, Nick's faith drives his belief that all people deserve dignity and justice. His faith and with the support of his community led him to leave his career as a chemist in the pharmaceutical industry to pursue work that centers on people, particularly those typically excluded from the decisions that impact their lives.
