NOFO Application Information Available

Please visit www.PinellasHomeless.org for NOFO applications, scoring tools, and instructions. If you have questions, please submit them to CoCNOFO@HLAPinellas.org between July 17th at 9:00am and August 3rd at 4:00pm.

The Department of Housing and Urban Development released its FY 2023 Notice of Funding Opportunity (NOFO) for the annual CoC competition on July 5th, 2023. The Pinellas Continuum of Care (CoC) will begin the 2023 NOFO competition by releasing instructions and applications via www.PinellasHomeless.org on July 14th at 10:00am. Applicants seeking renewal funding will submit an Intent to Renew form. New and expanded projects will submit a full Request for Proposal. 

If you are submitting a New or Expansion proposal, at least one agency representative is required to attend the Applicant Conference on July 20th at 9:30am via Zoom. Please register utilizing this form to receive the virtual link: https://hlapinellas.wufoo.com/forms/q1qvo6u20e8gzva/. 

If you have any questions or concerns not addressed at the Applicant Conference, you may submit them to CoCNOFO@HLAPinellas.org between July 17th at 9:00am and August 3rd at 4:00pm. Questions will be responded to in a timely manner and posted on www.PinellasHomeless.org each afternoon. The cone of silence period will begin at 4:01pm on August 4th, and we will not be able to respond to questions after that time.

To apply you must meet the following eligibility criteria:

  • Registered 501(c)(3).

  • Registered and in good standing in the State of Florida based on current filing with the Secretary of State, Division of Corporations. 

  • Registered with SAM.gov, and able to obtain a Federal Unique Entity Identifier (formerly DUNS #). HLA staff will use SAM.gov to verify if an agency is on the Excluded Parties List. Any party on the list will be considered ineligible for funding.
